Administrative rules, also commonly referred to as regulations, are laws enacted by state agencies, as specifically authorized by legislation, to implement the statutes created by that legislation. Before becoming effective, rules are subject to a comprehensive rulemaking process that includes review and approval by the Oklahoma Legislature.

The Office of Administrative Rules (OAR) compiles, codifies, and publishes Oklahoma's official rules, rulemaking notices, and executive orders in The Oklahoma Register and the Oklahoma Administrative Code. The OAR provides checklists and other resources for the regulatory agencies, as well as process overviews and other information for the regulated public.
