About the Office of Administrative Rules

The Office of Administrative Rules (OAR) is responsible for publishing The Oklahoma Administrative Code and The Oklahoma Register and implementing the provisions of Article 1 of the Administrative Procedures Act 75 O.S., Sections 250 et seq. The OAR maintains the official records of the state's rules and rulemaking notices, and provides assistance to approximately 150 regulatory agencies in the rulemaking process.

The Oklahoma Administrative Code (OAC) is the only official compilation of agency rules and executive orders for the State of Oklahoma. The OAC was first published in 1996. A full edition is published every five years, and cumulative supplements are published annually between the full edition publications.

The Oklahoma Register is published semi-monthly. The Oklahoma Register includes:

  • notices of proposed rules;
  • recently enacted emergency rules;
  • new, revised, and revoked permanent rules scheduled to become effective at least ten days after publication; and
  • recently issued executive orders.

The Oklahoma Register and The Oklahoma Administrative Code are available for use by the public at depository libraries throughout the state and at most county Clerk's offices, as well as at the OAR, and the Jan Eric Cartwright Memorial Library in the Capitol Complex. The Register, Code, and Supplements are also available for purchase, by full set or as individual agency title. An order form is available for purchasing these publications.
